When PENN Entertainment re-skins its digital wagering platform with the Arizona, in states where Barstool Sportsbook is currently legal and live.
But where ESPN BET may not be is at least as interesting as where it will be. PENN Entertainment doesn’t have market access in WynnBET unwound its wagering platform and abandoned licenses across the country and Connecticut Lottery partner Rush Street Interactive broke its contract a year in, leaving the lottery searching for a new partner.

The expectation is that PENN will unveil its new ESPN BET platform across the country on a single day, though it hasn’t said what that day will be. PENN executives have publicly pointed to a November launch date, and Sports Handle‘s Eric Raskin makes a great case for that date to arrive by Nov. 20. But no matter what the date, ESPN BET’s goal would appear to include being everywhere all at once.

Once the launch is accomplished, PENN executives and others will likely turn their attention to New York, where a license could become available. WynnBET announced this year that it was getting out of the digital sports betting business and shuttered its platforms in multiple states. New York, however, wasn’t one of them — though that could change. For now, Wynn is in the running for one of the downstate casinos in New York, so it’s possible the company believes it would be bad form to shut down the mobile platform while bidding for a brick-and-mortar casino.
Another option would be that rather than exiting the state, Wynn could sell the license, if that is, in fact, legal. Whether Wynn could sell the license outright or if it has to forfeit it if it chooses not to operate, ESPN BET could be a potential buyer or bidder.
In Connecticut, the lottery is seeking a partner after FanDuel (Foxwoods/Mashantucket Pequots) have been operating in Connecticut since the fall of 2021. The lottery put out a Request for Proposals in April, but it has not yet shared what companies may have replied or match the criteria.
There are four jurisdictions with legal, live digital betting in which no access is available: New Hampshire (DraftKings monopoly), Oregon (DraftKings monopoly), Rhode Island (Twin Rivers monopoly), and Washington, D.C. (capped/full).
