How sports betting in Ohio came together 4m5k5h
There was a time when industry observers joked that every state outside of Utah would have legal sports betting before Ohio … and it genuinely seemed that way for a while. There were legislative debates and proposals that always seemed to get people just excited enough to think that maybe this was actually the day/week/month that sports betting would be legalized in the state. Then something would happen, or not happen, and everyone would be sad that the legislative progress had been derailed … again.
Progress and setbacks 2k3o1n
Over and over it would go. Hope and despair. Legislation ing the Senate but not the House, and vice versa. Would Ohioans ever be able to wager on their favorite teams? Things seemed bleak. Then, one day in December 2021 (December 8 to be exact), a breakthrough! Could it be? Yes! All of a sudden, H.B. 29, a bill to fully legalize sports betting in the state, ed the Senate 31-1. Later the same day it ed the House by a vote of 72-12. What just happened? SportHandle’s Slack channels were abuzz.
The age of H.B. 29 came suddenly, but it was the result of several months of behind-closed-door negotiations. The Ohio sports betting bill became a monumental victory for fans of sports wagering.
Ohio’s methodical rulemaking process took more than a year, but in the end, Ohio online and retail betting began in January 2023.
What about online casinos? k195
Online casino legislation has been few and far between, but there is still hope in the coming years for online casinos to go live in Ohio. When states allocate all the sports betting funds, they will typically go back to the well and look to legalize online casinos.
For those of you that are looking to get in on the online casino action, you can still play at social casinos that allow you to play for free and still earn cash and prizes. Leaderboards, daily bonuses, and new player bonuses help you get started.
Most social casinos have a sweepstakes casino option that allow you to purchase sweepscoins that can be converted into cash.
There are new social casinos being added all the time, so be sure to check out the current offerings to get new social casino bonus offers and keep that bankroll growing.
Ohio sports betting licenses 5h6m58
H.B. 29 set the table for three separate types of sports betting licenses in Ohio: Type A, B, and C. Let’s discuss each:
Type A licenses: Casinos and professional teams 2q6c5u
The OH sports betting legislation authorizes up to 25 Type-A licenses, which are meant for casinos, professional sports organizations, or venues. This includes all the casinos in the state (obviously) but also includes the state’s professional sports teams, NASCAR, and the PGA Tour. The actual number of casinos and sports teams does not equal 25, but the legislature decided to go high in case things change in the future. Each Type A licensee is awarded two online “skins” or partners for online gaming. This format is common in many states and allows traditional “online-only” operators like DraftKings to enter different markets.
Type B licenses: retail-only sportsbooks 411x3r
Type B licenses are for standalone sportsbooks. Forty Type B licenses are available, which means that there could eventually be up to 40 retail sportsbooks dotting the state, with a limited number in different counties based on their population size.
Type C licenses: kiosks 2w1h4k
A Type C sportsbook license is for a retail kiosk that can be placed in a facility that already has a liquor license, which includes thousands of bars and restaurants throughout the state. These kiosks will only offer basic bets like moneyline, and will cap withdrawals at $700/week. But bettors will be paid in cash by the establishment where the kiosk is located. The license fee for a Type C sportsbook is just $1,000 for three years, so we expect many taverns and restaurants to install kiosks at their businesses. This will be a great option for those who want to bet on sports but for whatever reason aren’t interested in g up for a mobile sportsbook app.
The Ohio Lottery, which is tasked with kiosk regulation, has reported that there are close to 900 kiosks currently active and accepting wagers in Ohio. While they aren’t as versatile as full Ohio sportsbooks, they’re a convenient alternative.
Ohio sports betting details 3u1k2r
Let’s cover the highlights of HB 29, and what it means for Ohio sports bettors.
Ohio sports betting taxes 5a20x
The tax rate for sports betting revenue in the state began as a low 10%, but it was doubled to 20% effective July 1, 2023, due to legislative action spurred by Gov. Mike DeWine.
Sports betting becoming legal in Ohio means that the state will keep a great deal of tax revenue that was being spent by bettors making legal wagers in bordering states. Ohio ed neighbors Michigan in legalizing sports betting, with Kentucky now following. Keeping those bettors home means keeping the revenue in the state, which is good news for all Ohioans and bad news for the neighboring states.
Betting on college sports in Ohio 2r184y
There are no major restrictions on the types of wagers offered by Ohio sportsbooks, which is great news for the many fans of the Ohio State Buckeyes who will now be able to wager on their favorite college football team.
However, as of 2024, the state of Ohio officially banned any betting on college player props. This comes as no surprise as current NCAA Commissioner Charlie Baker has campaigned for all states to ban these betting markets.
Misc. betting markets 6a6z5a
While we don’t consider this a major restriction, politics and award shows like The Oscars are off limits. If it’s sports related and the participants are over the age of 18, chances are your favorite Ohio online sportsbook will have you covered.
Esports wagers are also available, which is worth keeping an eye on. Esports wagers are also allowed in some other states, but the market is very small. That could change as more people become interested in watching and wagering on video games.
Ohio sports betting start date c3k2j
Similar to Michigan, the legislation required a universal start date, which was set for January 2023. All operators started on the same day, Jan. 1, so as to not give any single brand an unfair advantage. This “shotgun-style” start is proving to be a popular way to launch a betting market.
Ohio Casino Control Commission provides regulation 2h6q4o
The sports betting industry in Ohio is regulated by the Ohio Casino Control Commission. This was the source of some negotiation, as many in the legislature wanted the Lottery Commission to regulate the industry. In the end, having the Casino Commission regulate sports betting is better for bettors in the state because it ensures a more open, competitive marketplace rather than one controlled by the state lottery.
- Note: Type C licenses, for betting kiosks, are regulated by the Ohio Lottery Commission.
Equity of licensing 1t3p57
Equitable access to sports wagering licenses was another focus of the bill. The legislation required a study to be conducted examining whether disadvantaged persons experience discrimination in the sports wagering industry. Ohio wanted to ensure that sports betting licenses were distributed in an equitable manner.
Professional sports teams in Ohio 37z49
Ohio is home to some of the most dedicated fans and best-known franchises in American sports, from the NFL to Major League Baseball to the NBA and beyond. Now, with the legalization of OH sports betting, each franchise is permitted to get involved with wagering.

There are four casinos and seven racinos located in Ohio. Ohio sports betting law allows each property, along with the state’s professional sports teams, to offer up to two online brands — also known as “skins” — apiece. Here is more about the existing casinos and their sportsbook partners:
Hollywood Casino Columbus 676s6h
- Facility type: Casino
- Owner: Penn National Gaming
- OH sports betting partner: ESPN BET (mobile + retail)
Penn National Gaming owns two casinos and two racinos in the state of Ohio. Its two casino properties are Hollywood Casino locations in Columbus and Toledo.
The Hollywood Casino Columbus has built an impressive retail sports betting center, while also partnering with ESPN BET. ESPN BET OH launched on November 14, 2023. Use ESPN BET Ohio promo code
Hollywood Casino Toledo 5p2wd
- Facility type: Casino
- Owner: Penn National Gaming
- OH sports betting partner: DraftKings (mobile)
As for the Hollywood Casino Toledo, it’s awarded one mobile skin to DraftKings Sportsbook, while the second hasn’t been claimed just yet.
Toledo isn’t far behind the Columbus casino with 10,000 square feet of sports betting real estate. Betting windows, kiosks, TV walls, comfortable seating — it has the works.
Hard Rock Casino Cincinnati 296y2o
- Facility type: Casino
- Owner: Hard Rock International
- OH sports betting partner: Hard Rock
In 2019, JACK Entertainment sold JACK Casino Cincinnati to Hard Rock International for $745 million. However, JACK still maintains ownership of two other properties in the state in Cleveland and North Randall. Hard Rock Bet launched online in Ohio in January 2023, and it also maintains the retail sportsbook at the Hard Rock Cincinnati. It’s a comfortable betting lounge with all modern amenities, and it is located right next to the Hard Rock Cafe for convenient access to food.
JACK Casino Cleveland 32c2g
- Facility type: Casino
- Owner: JACK Entertainment
- OH sports betting partner: betJACK
At the start of the partnership race in Ohio JACK Entertainment linked up with a pair of online operators to fulfill its two mobile skins. However, both arrangements fell through. PlayUp, an Australian sportsbook currently live in New Jersey and Colorado, was originally set to operate as an online skin for JACK Casino Cleveland, but was denied a license in by the Ohio Casino Control Commission.
The second skin was set to go to MaximBet, but the brand has since shut down all operations and will no longer be participating in online wagering of any kind.
So JACK Entertainment took it upon itself to get the ball moving. JACK Casino Cleveland launched its very own mobile sports betting app, betJACK Sportsbook Ohio, as the property’s lone online skin. BetJACK Sportsbook was live on the first day of sports betting in Ohio and serves as a solid, local option to some of the more ubiquitous national players.
- Facility type: Racino
- Owner: Boyd Gaming
- OH sports betting partner:
Boyd Gaming has a market access deal with New Jersey, along with a launch of its mobile app and website.
Betway Sportsbook is listed as Belterra Park’s secondary online operator.
Scioto Downs Racino 273742
- Facility type: Racino
- Owner: Eldorado Resorts
- OH sports betting partner: Caesars Sportsbook
Caesars owns Eldorado Scioto Downs, a popular racino outside Columbus with a retail sportsbook. Caesars Sportsbook has online market access to the state through this facility, and the sportsbook has done quite well in the OH market.
MGM Northfield Park 21h1p
- Facility type: Racino
- Owner: MGM International Resorts
- OH sports betting partner: BetMGM
MGM International Resorts established ROAR Digital as a t venture between MGM and GVC Holdings, and they have done a great job elevating their online brand, BetMGM, into the upper echelon of the U.S. sportsbooks. The companies put up a total of $200 million at the outset of the partnership, and have injected more capital as the U.S. market has opened up further.
MGM has also partnered with Yahoo! Sports to serve as an acquisition engine, cut a deal with Buffalo Wild Wings for marketing purposes, and is also using actor/entertainer Jamie Foxx to endorse the brand. In other words, they’re all in, and of course, very experienced in sportsbook hospitality through properties in Las Vegas and Atlantic City, where MGM spent $10 million to build out a sportsbook lounge at the Borgata. BetMGM has been a market leader in Ohio since the day sports betting launched.
Miami Valley Gaming (Churchill Downs/Delaware North) 24486i
- Facility type: Racino
- Owner: Churchill Downs Inc (CDI), Delaware North
- OH sports betting partner: MVGBet (Betly)
Churchill Downs Inc. (CDI) is co-owner of Miami Valley Gaming, but the company recently pulled the plug on its online sportsbook, TwinSpires. After a failed attempt at getting into the online casino and sports betting realm, TwinSpires has officially transitioned back to horse racing only.
As a result, Miami Valley Gaming moved forward with Delaware North’s Betly Sportsbook brand. However, instead of using the Betly name in Ohio, Miami Valley Gaming has re-branded the Betly software as MVGBet. MVGBet Online Sportsbook launched in Ohio on universal launch day, Jan. 1, 2023.
Hollywood Gaming at Dayton Raceway 6h536x
- Facility type: Racino
- Owner: PENN Entertainment
- OH sports betting partner: ESPN BET
Hollywood Gaming at Dayton Raceway opened in 1959 as a car racing and thoroughbred track. It has since evolved into a racino that launched in August of 2014. The location uses PENN’s Sportsbook branding for its in-house services.
Hollywood Gaming at Mahoning Valley Race Course 6y4s46
- Facility type: Racino
- Owner: PENN Entertainment
- OH sports betting partner: ESPN BET (retail)
Construction of PENN’s Hollywood Gaming at Mahoning Valley Race Course began in 2013, and the opening occurred in September 2014, with operations launching in November of that same year. PENN Entertainment serves as the retail location’s book.
JACK Thistledown Racino 5c6k2j
- Facility type: Racino
- Owner: JACK Entertainment
- OH sports betting partner: TBD
JACK Thistledown Racino is located in North Randall, Ohio. It is owned by Vici Properties and operated by JACK Entertainment. The track opened in 1931 and is the home of the Ohio Derby, the only graded stakes race in the Buckeye State. The location was approved for its license in partnership with Wynn Resorts announced in August that it would be pulling its sports betting product from most states of operation. It seems like JACK Thistledown will need to begin searching for a new partner.

A market is a type of bet. Sportsbooks offer hundreds of different bet types, or markets, for nearly every sporting event listed. If you want to bet on Reds moneyline in their game against the Cubs, that is one market. A moneyline bet on the Cubs would be a second market. A spread bet on the Bengals -6.5 in an NFL game against the Ravens is a third type of market. Big games like the Super Bowl can have thousands of markets available, mostly related to prop bets like how many rushing yards a running back will get or how many touchdowns a quarterback will throw. Even low-profile games like a Tuesday night Cavaliers-Grizzlies NBA game can have over 100 different markets offered. Here are most of the bet types that are available to bettors in Ohio right now:
- Moneyline
- Over/Under
- Teaser
- Same Game Parlays)
- Live/in-game
- Prop bets
- Futures
- Point spread

Ohio casino history 422m2k
The Buckeye State is a relative newcomer to the casino industry, having only had retail casino gambling since 2012. Ohio voters approved a ballot initiative in 2009 to allow for casinos in four of its major cities. Ohio was part of the regional casino boom that occurred in the aftermath of the Great Recession, which temporarily damaged gaming revenue in Las Vegas. Tourism was hit hard, so the industry lobbied to put casinos across the country.
Casino gambling also allowed states to raise revenues without raising taxes on residents, and Ohio, along with many other states, went that route. Under Ohio law, the four casinos are regulated by the OCCC, while the racinos are under OLC oversight. The racinos don’t have live dealer table games, which is the main difference between the facilities.
Casinos open, change betting in OH 2f6d1t
The first casino to open was Hollywood Casino Toledo in 2012, followed by the other three casinos in the spring of 2013. The first racino also opened in 2012. The racinos were authorized under an executive order from the governor that allowed video lottery terminals at the racetracks. Ohio has had seven racinos since 2014, and under the legal landscape, there isn’t a cap on the number of racinos. There is a cap of four Las Vegas-style casinos.
With the advent of legal sports betting in 2023, each casino facility is now home to a state of the art retail betting venue.
